IPTO put in place a new 10-year Development Program 2023-2032

Significant new projects that shield the resilience of the National Transmission System and strengthen domestic and international electrical interconnections are included in its Preliminary Plan. Ten-year Development Plan (ΔΠΑ) 2023-2032 of the Independent Electricity Transmission Operator, which was made public today consultation. With the new DPA 2023-2032, with a total budget of 4 billion euros IPTO is actively pursuing its investment program, which has a forward-looking plan, as more than half of the funds will be invested by 2026.

International interconnection projects are being strategically upgraded

  • The ten-year plan 2023-2032 of IPTO mentions for the first time the interconnection Greece – Egypt. In the next period, it is planned to develop closer cooperation for this key project, between IPTO and the Transmission System Operator of Egypt.
  • The planned new Greece-Italy interconnection is in the phase of elaboration of feasibility studies. Upon completion of the studies in the near future, IPTO and TERNA managers will jointly decide on the most appropriate techno-economic solution for the implementation of the second interconnection between the two countries, which is planned to be included in the Final DPA Plan 2023-2032 at the end of March. 2022.
  • The tender for the interconnection of Greece – Bulgaria is in full swing and is expected to be completed in January 2022. The budget for the Greek part of the project is close to 10 million euros, while the project has a construction completion horizon in the second half of 2022. With the new Interconnection capacity at the border between the two countries is significantly increased and is expected to reach 800 MW for the route from Greece to Bulgaria and 1,350 MW for the route from Bulgaria to Greece.
  • IPTO has initiated the procedures for the study of a new Greek-Albanian interconnection and at this stage a working group is being set up for this purpose jointly with the System Administrator of Albania.

The modernization of the Transmission System with state-of-the-art technologies is accelerated

Enhancing the security and reliability of the National Transmission System is emerging as one of the central pillars of IPTO’s medium-term strategic planning. Most of the new projects of DPA 2023-2032 aim at the introduction of state-of-the-art technological equipment in critical electrical infrastructure of the country, through the upgrade of the existing Assets Renewal Program, whose budget is expanded from 80 million euros to 200 million euros.

New development systems of the Transmission System in Crete

An important new project of IPTO that will shield the security and reliability of the system of Crete in conditions of increased RES penetration, is the installation of a new AC Chopper system. The project budget, which is expected to be completed in 2024, is estimated at 20m euros.
Also in Crete, the cable connection of the new Chania II Substation is underway and at the closure of the Kastelli-Chania loop, with the construction of a new 150 kV Substation in Kantanos and two new 150 kV Transmission Lines Kasteli-Kantanos and Chania-Kantanos.

Critical infrastructure in Northern and Western Greece is being renewed

DPA 2023-2032 envisages new projects for the replacement of obsolete equipment in Substations and High Voltage Centers in Northern and Western Greece, further strengthening the resilience of the operation of ESMIE. Specifically, new upgrade projects will be implemented at the Melitis, Amyntaio, Agios Dimitrios and Arachthos substations, as well as at the South Pedio Mine Substation, allowing the safer distribution of RES production. At the same time, a new project for the replacement of obsolete cables is being launched in areas of Thessaloniki, with cable lines of modern technology.

The big projects of the island connections continue

  • The emblematic project of the Crete – Attica interconnection implemented by the IPTO subsidiary Ariadne Interconnection is progressing rapidly, with a horizon of completion in 2024. The project, with a total budget of more than 1 billion euros, will connect West Attica with Crete with electrical cables 340 km long, ultra-high voltage 500 kV and a total power of 1,000 MW.
  • At the starting line is the fourth and last phase of the interconnection of the Cyclades, with which Santorini, Folegandros, Milos and Serifos to be connected to the mainland with cables with a total length of 350 km. The project has a total budget of 410 million. euros and is co-financed by the Recovery Fund with 165 million euros. The construction phase for the first part of the project, which concerns the Santorini-Naxos interconnection, is expected to start in the next period and be completed in 2023. At the beginning of 2022, the tenders for the three other islands of the southwestern Cyclades will be held. interconnected with Attica via Lavrio, a year later, in 2024.
  • By the end of the decade, IPTO will connect the Dodecanese and the islands of the Northeast Aegean, as part of a new investment cycle, with a total budget of 2.35 billion euros. According to DPA 2023-2032, the first phase, with a horizon of completion in 2027, provides for the interconnection of Kos and Rhodes with the mainland, through Corinth, as well as the interconnection of Lemnos-Lesvos, through Eastern Thrace. The second phase, with a horizon of completion in 2028, envisages the interconnections of Skyros-Evia, Lesvos-Chios, Kos-Samos and Rhodes-Karpathos, while the project is completed in 2029 with the interconnections of Lesvos-Skyros and Chios-Samos.
  • In the summer of 2022, the interconnection of Skiathos with the mainland system is completed, through Evia, in the context of an investment of 57 million euros. This project will ensure the smooth electrification of the archipelago of the Northern Sporades.
  • IPTO’s investment program for the Ionian Islands envisages projects amounting to approximately 100 million euros by 2025, aiming at their safe supply by the Land System. The planned projects include the replacement of the cable connection Kyllini-Zakynthos, the upgrade of the interconnection Lefkada-Kefalonia as well as a new interconnection between Igoumenitsa and Corfu.

And we go on. With the new projects that we have included in our investment program 2023-2032, we are technologically upgrading the ‘backbone’ of the Transmission System and we are integrating more and more of our infrastructures in the digital age. In addition, through the international interconnections that we launch to each side of the border, we are actively contributing to the deepening of the single electricity market and regional energy cooperation. The Administrator will continue to guarantee the stability and resilience of the Transmission System, despite the severity of the climate crisis, while acting as a catalyst for equitable energy transformation.».
